Health Canada has introduced SOR/2025-80 (Tobacco Charges Regulations), creating new annual cost-recovery charges of $66.2 million across all tobacco manufacturers and importers, including premium cigars. These charges are on top of existing excise taxes and compliance costs.

Premium cigars are handmade, unflavoured, sold only to adults in specialty shops, and represent a very small share of the tobacco market. Applying mass-market charges to this niche category is disproportionate and risks harming small businesses, jobs, and lawful supply chains — while encouraging contraband and cross-border purchases.
