for Premium Cigars

A classification framework advanced by the Cigar Association of Canada.

Association proposal

This framework is a CAC policy proposal. Its title does not make it legislation, a government certification or an adopted national standard.

The proposed criteria

CAC’s framework describes a premium cigar using the following six criteria:

  1. A whole, natural tobacco leaf wrapper.
  2. A binder made entirely of natural leaf tobacco.
  3. A filler blend containing at least 50% long-filler leaf tobacco by weight.
  4. Made by hand using traditional methods.
  5. No filter, tip, mouthpiece or other non-tobacco component.
  6. No characterizing flavour other than tobacco.

How to read this framework

The framework concerns classification. It does not establish a health claim or create an exemption from applicable law. A policy proposal and a requirement adopted by a government authority are different things.

Policy context

Clear product classification can support transparent regulatory analysis. CAC’s wider policy priorities address business competitiveness, administration, trade and public revenue.
