What the pilot examines
The pilot tests whether a questionnaire can capture clear, useful accounts of business administration and lawful trade before a broader study is developed. It covers licensing, tax and excise administration, customs and CARM, reporting, packaging compliance, guidance and interprovincial requirements.
It asks about difficulties, resolved matters and processes that work well. Participation is voluntary and does not imply support for a CAC policy position.
A careful evidence process
- The pilot is CAC research, not a government survey or compliance audit.
- Participants may skip substantive questions or stop.
- No financial amounts, business records or commercially sensitive information are requested.
- The questionnaire distinguishes direct experience, recollection, estimates and other evidence.
Permissions come first
Internal review and external use are separate. Under the pilot’s handling notice, no response, quotation, case study or finding based on a participant’s answers, including an aggregate, goes to government or the public without separate written approval of the specific material and use, unless required by law.
Participation does not authorize CAC to use a business’s name or logo as an endorsement. Removing names may not prevent identification in a small sector.
