Our objective

Make legitimate domestic trade easier to understand and administer while respecting applicable requirements.

What better policy looks like

  • Identify overlapping licensing, reporting and tax administration requirements.
  • Distinguish business to business transactions, transfers within a business and sales to consumers.
  • Seek clearer guidance on the requirements applying at origin and destination.

The evidence that matters

Describe the origin and destination province, the type of transaction, the process involved and the outcome. Do not include customer or supplier names.

Scope and context

Federal internal-trade reforms do not create blanket permission for interprovincial cigar sales or delivery. Federal tobacco requirements, including the relevant sending and delivery provisions, and applicable provincial or territorial rules must be considered.
